Instructions
- Preheat and Prepare: Preheat the oven to 350°F (175°C) and grease an 8×8-inch baking dish.
- Mix Dry Ingredients: In a large bowl, whisk together flour, granulated sugar, cocoa powder, baking powder, and salt.
- Add Wet Ingredients: Stir in milk, melted butter, and vanilla extract until just combined. Fold in chocolate chips if using.
- Spread Batter: Spread batter in the prepared dish.
- Prepare Topping: Mix brown sugar and cocoa powder, then sprinkle over the batter.
