Instructions
- Preheat the oven: Preheat the oven to 400°F and grease a mini muffin tin with nonstick spray or melted butter.
- Combine ingredients: In a large bowl, mix mashed potatoes, cheddar cheese, Parmesan, eggs, flour, chives, garlic powder, salt, and pepper until smooth.
