Instructions

- Mix the batter: In a medium bowl, whisk together flour, baking powder, salt, granulated sugar, and cocoa powder. Add milk, melted butter, and vanilla extract; mix until smooth.
- Prepare the topping: Combine granulated sugar, brown sugar, and cocoa powder in a small bowl.
- Assemble: Spread the batter in the baking dish, sprinkle the topping mixture on top, and pour boiling water over. Do not stir.
- Bake: Bake for 35–40 minutes until the top is set but the bottom remains gooey.
