- 4 cups all-purpose flour

Instructions
- Activate Yeast: In a small bowl, dissolve the yeast in the warm water and let it sit for about 5 minutes until it becomes frothy.
- Mix Wet Ingredients: In a large bowl, combine the sweetened condensed milk, melted butter, granulated sugar, eggs, vanilla extract, and salt. Mix until well combined.
- Add Yeast Mixture: Add the frothy yeast mixture to the large bowl and mix thoroughly.
- Add Flour Gradually: Gradually add the flour, one cup at a time, mixing well after each addition until a soft dough forms. If the dough is too sticky, add a little more flour as needed.
- Knead Dough: Turn the dough out onto a lightly floured surface and knead for about 8-10 minutes until the dough is smooth and elastic.
- First Rise: Place the dough in a lightly greased bowl, cover, and let it rise in a warm place for about 1 to 1.5 hours, or until doubled in size.
- Shape Rolls: Once the dough has risen, punch it down and divide it into 12 equal pieces. Roll each piece into a smooth ball.
- Arrange Dough Balls: Place the dough balls on a greased baking sheet or in a greased baking pan, leaving some space between them to allow for expansion.
- Second Rise: Cover the dough balls with a clean kitchen towel and let them rise for another 30 minutes, or until doubled in size.
- Preheat Oven: Preheat your oven to 350°F (180°C).
- Prepare Egg Wash: In a small bowl, whisk together the egg and tablespoon of water for the egg wash.
- Apply Egg Wash: Brush the top of each roll with the egg wash to give them a glossy finish.
- Bake: Bake in the preheated oven for 18-20 minutes, or until the rolls are golden brown and sound hollow when tapped on the bottom.
- Cool and Serve: Remove from the oven and let cool slightly before serving.
